League Vision

The RSL and Utah Royals Elite Development League is designed to create a true player-first environment where development takes priority over results.

The league is built to maximize meaningful game experience by providing players with consistent playing opportunities in a competitive yet development focused setting. To encourage long-term player growth, scores and league standings will not be recorded or published, and team rosters will remain flexible throughout the season to allow players to experience different teammates, challenges, and match environments.

Our objective is to create an atmosphere where players are encouraged to take risks, solve problems, and develop technically, tactically, physically, and mentally without the pressure of league standings or championship outcomes.

League Information

Venue

All matches will be played outdoors at Zions Bank Stadium.

Every effort will be made to keep matches on schedule. However, the safety of our players, officials, spectators and grounds crew will always be our highest priority. Field conditions and weather will be continually evaluated, and the League Committee reserves the right to modify schedules or relocate matches when necessary.

Laws of the Game

  • Matches will be played in accordance with the FIFA Laws of the Game and U.S. Soccer Small-Sided Standards, except where modified by league competition rules
  • Fields will utilize U.S. Soccer 7v7 field markings, including the build-out line
  • The build-out line will serve as the offside line, with offside offenses enforced only between the opponent's build-out line and the goal line
  • Goalkeepers and teams will follow U.S. Soccer build-out line procedures for goal kicks and goalkeeper possession to encourage building play from the back

Match Format

  • Two 20-minute halves
  • Five-minute halftime
  • Running clock
  • Dual referee system
  • Unlimited substitutions with referee approval during any stoppage of play to maximize player participation and development
